Announcement

1. Invitation
All ISU Members are invited to enter the ISU Synchronized Skating Junior World Challenge Cup 2010.

2. General Regulations
The competition will be conducted in accordance with the ISU General Regulations 2008 and Special Regulations Synchronized Skating 2008, as well as all pertinent ISU Communications.

Participation in the ISU Synchronized Skating Junior World Challenge Cup 2010 is open to all teams that belong to an ISU Member, Rule 130, paragraph 7 and the spirit of Rule 768 (see more details on paragraph 4 of this announcement) ,and qualify with regard to eligibility according to Rule 102, provided their ages fall within the limits specified in Rule 108, paragraph 3b, and they meet the participation, citizenship and residency requirements according to Rule 109, paragraphs 1 and 2d.

3. Technical Data
The competition will take place at the Frölundaborg Ice Rink (Address: Stubbeledsgatan) with an ice surface of 60 meters in length and 30 meters in width. Official practice will take place in the same ice rink. The rink is indoor, heated artificial ice rink.

Each participating Team may enter up to a maximum of four (4) alternates on the official Entry Form. Only those skaters whose names are listed on the registration forms will be allowed to skate.

The results will be determined according to Rules 738 - 741 as per Special Regulation for Synchronized Skating 2008.

Junior Teams (JWCC 2010) shall consist of 16 skaters (rule 701 paragraph 3b), all of whom must have reached at least the age of twelve (12) but may not have reached the age of nineteen (19) before July 1st 2009 (Rule 108 paragraph 3b).

SHORT PROGRAM Duration: 2 minutes and 50 seconds maximum, but may be less, Rule 904, paragraph 1. a).
The required elements to be skated are listed in Rule 905, paragraphs 1 and 3
FREE SKATING Duration: 4 minutes, 30 seconds, +/- 10 seconds, Rule 904, paragraph 2 b.

4. Entries and nomination
In accordance with Rule 926, paragraph 1, Special Synchronized Skating Regulations 2008, each member may enter one (1) Team. The top five (5) ISU Members (CAN, FIN, RUS, SWE and USA) in the WCCJ 2009 may enter two (2) Teams for the ISU Synchronized Skating Junior World Challenge Cup 2010.

Entries for Teams, nominated Judges, Coaches, Team Leaders and Team Managers must be made only on the designated Official Entry Forms and only by the respective National
Association /Governing Body.
The Official Entry Forms (Form 1 and 2) must be sent to the Organizing Committee of the ISU Synchronized Skating Junior World Challenge Cup 2010 by February 15, 2010. Entries by fax or e-mail must be confirmed by a letter sent out simultaneously to the Organizers (Rule 115, paragraph 5).

Preliminary ISU Member Entries (Form 0) indicating participation of the ISU Member, must be submitted no later than January 30, 2010, while Final Entries with the name of selected Teams, must be submitted no later than February 15, 2010.

Late entries will not be accepted. Each member, however, may enter one (1) substitute Team per entry. The substitute team may compete only if its member has withdrawn the name of its team entered for the competition two (2) weeks before the first draw (see Rule 726, paragraph 4, Special Regulations Synchronized Skating 2008).

Judges Entries (Form 4) have to be submitted no later than January 30, 2010.

ISU Declaration Form
Entries must be accompanied by the official "ISU Declaration Form" as per Rule 131. Entries by fax or E-mail must be confirmed by a letter sent out simultaneously to the Organizers (Rule 115, paragraph 5).

The completed Declaration Form must be signed by the Team Captain for Synchronized
Skating and also by all Officials (including team officials) appointed by the Member serving at an ISU Event (Judges, Team Leaders, and also those Coaches, Choreographers, Team Medical Doctors, Physiotherapists, Team Officials who are requesting accreditation for the Event).

In case of competitors who are not full of age (under 18), such Declaration must be co-signed by at least one of the parents or other guardian at law.

Each Entry Form and Declaration Form must be signed by an authorized ISU Member
Representative such as President, General Secretary, Executive Director, CEO (Rule 104,
paragraph 4).

5. Entry fee, extra practice.

Commissions and/or fees for bank transactions have to be paid directly to the bank in addition to the entry fee at the time of bank transfer.

If a member withdraws from the Competition after 15th of February 2010, the entry fee will not be refunded.

6. Official Practice Ice
The Official Practice will start in the Ice Rink on Friday morning, March 12, 2010.
Each Team will be allowed a ten (10) minute period of official practice ice for the Short Program and a twelve (12) minute period for the Free Skating Program. No extra practice ice will be permitted after the Official Draw. Rule 766 applies.

7. Referee, Judges, Technical Panel
Each participating ISU member in the ISU Synchronized Skating Junior World Challenge Cup 2010 may nominate one (1) Judge with the qualified «ISU Judge» on the ISU list of Referees and Judges for Synchronized Skating 2009-2010. Form 4.

The Referees, Technical Specialists, the Technical Controller and Data & Replay
Operators for the ISU Synchronized Skating Junior World Challenge Cup 2010will be appointed by the ISU. The expenses (room and meals) for all nominated Technical Specialists, Technical Controller, Referees, Judges and Data & Replay Operators will be paid by the ISU.

The draw for the Panel of Judges will be made at the first Judges’ Meeting at the Official Hotel on Thursday, March 11. All judges are required to attend the first Judges’ meeting.

For all travel expenses of nominated TS, TC, Referees, Data & Replay Operators and Judges for the ISU Synchronized Skating Junior World Challenge Cup 2010only APEX (Advance Purchase Excursion) airfare economy rates will be reimbursed, subject to the submission of original ticket receipts.

The expenses for room and meals for European Judges will be covered beginning with lunch on Thursday, March 11, to lunch on Sunday, March 14, 2010. For non European Judges the period of coverage will begin with dinner on Wednesday, March 10, until breakfast on Monday, March 15, 2010, provided there is no departure possible on Sunday, March 14, 2010.

8. Judges Meeting / Judges Round Table Discussion
The arrival of judges to Gothenburg must be on Thursday, March 11, 2010, to be able to attend the first Judges Meeting at 17h00 at the Official Hotel.

The Judges Round Table Discussion Meeting is scheduled to be held at the Official Hotel
Sunday March 14, 2010 at 08h30. (Duration about 2 hours)

10. Planned Program Content sheet
With the entry forms and no later than February 15th 2010, the team shall attach the Planned Program Content Sheet, which must be signed by either the Coach or the Team Leader.

11. Registration, Accreditation
Registration and accreditation for Team Delegations, Media and Official guests will take place at the Welcome Desk at the Ice rink.

Official Coaches (2 per team)
Chaperons (2 per team)
Medical Personnel (1 per member)
Team Leaders (1 per member)
Federation Representatives (2 per member)

All entered skaters must provide their passport at the time of registration.

12. Music (according to Rule 724, paragraph 1)
Upon registration Team Leader or Team Manager must present two (2) quality copies of their music on CD, (Compact Disk).

Two (2) copies (original and back-up copy) for each program
(short/free) must be submitted by each Team.


All music must be properly inserted in their original cases and must be clearly identified with the name of the Team, the type of Program (short /free program) and must show the exact running time of the music (no skating time), which shall be certified by the Team Leader or Team Manager when submitted at the time of registration.

Each program (short /free) must be recorded on one track and on separate disk.
The titles, composers and orchestra of the Music to be used for the Short Program and Free Program must be listed for each Team on the Official Music-Press-Media Form (Form 3) and attached to the Official Entry Form for Teams.

13. Liability
In accordance with Rule 119, it is the sole responsibility of each member participating in the ISU Synchronized Skating Junior World Challenge Cup 2010 to provide medical and accident insurance for the athletes, Officials and all other members of the Member’s Team(s). Such insurance must provide full medical coverage and also the return to the home country by air transport or by other expeditious means of the ill or injured person.

The ISU, the Swedish Figure Skating Association and the Organizing Committee for the ISU Synchronized Skating Junior World Challenge Cup 2010 assume no responsibility for or liability with respect to bodily or personal injury or property damage incurred in connection with the event by Competitors and Officials.

The Organizer will not provide participant insurance coverage for the event.

The Organizer will provide emergency medical services for all Competitors during the competition and official practices at the Official arena. The local hospital is in 10 minutes distance from the Ice Rink.

14. Therapeutic use exemption
Skaters with a documented medical condition requiring the use of a substance on the WADA list of Prohibited substances must have applied to the ISU for a Therapeutic use exemption prior to the competition. Se also Medical Notification Form (Form 11)

15. Draws
The official draw for the competition will be held Thursday, March 11, 2010 at 19h30 in the Arena.

The draw the starting order for Free Skating will take place in the Arena immediately after the conclusion of the Short Program

16. Opening ceremony
The opening ceremony will take place Friday, March 12, 2010 at 17h00 in the Arena.
More information will be given during Team Leader’s meeting.

17. Medals and Trophy
Medals will be presented to the three best placed Teams at the Junior World Challenge Cup 2010.

18. National Anthem
The Organizing Committee asks all Members to bring a copy of their National Anthem on CD.
